An excise authority is the government body responsible for administering excise duty and, where applicable, a tax stamp programme for a given territory. A single country can have several excise authorities — for example, a federal authority alongside separate state, regional, or local authorities.

Navigate to Browse Data > Excise Authorities to see the full list, filterable by region. Each entry shows the authority's name, country, and level.
Authority Level
Authorities are classified by level:
- Federal — National-level authority
- State, Regional, or Local — Sub-national authorities operating within part of a country
Consumption Ratio
Where a country has multiple authorities sharing responsibility for the same product, each authority records a consumption ratio — its share of the country's national consumption for that product. A federal authority covering the whole country is always 100% (1.0); state, regional, and local authorities record their proportional share.
